Strange behaviour with toolwindow borders

I don't know if it's a bug, but it's very strange. I'm using the italian version of the Studio .Net, so I translate the messages.
Using the designer create a toolwindow with a simple border. Add the required references to your project using the default values. Now all it's ok.
Close the design window, open the properties for the ActiproSoftware.Shared reference and change the Copy Local property to True. Reopen the design window and in the activity window you see an error: "Can't cast the object type into destination type". Open the toolwindow properties and you see that the border is disappeared.
Close the design window, set the Copy Local property to False and reopen the design window: the error message is disappeared and the border is back again.

I'm not sure, it must have something to do with VS.NET not finding the referenced assembly correctly in that scenario.

The latest build of this product (v24.1.0) was released 2 months ago, which was after the last post in this thread.
