What is the purpose of the category string? FullName (which is category.name) seems to be used in most places. Why not just pass in the full name to a BarCommand constructor instead of category and name?

The category is used separately mostly in the Customize windows for both runtime and designtime modes. The way it is now makes it a little easier to require a category and also identify what is the category (in case either the category or command name had periods in them).
