Pretty simple really, it would be good to add scope to files so that users can create projects and see only the files related to a given project.

This sort of thing could be done in a number of ways. If you or anyone else who would like to see this sort of thing could provide more detail on your thoughts on its various usage scenarios and the user interface you'd like to have for it, that would be most helpful.
