what's state about toolwindows created from <Hidden> section

What's the state about those tool windows created from <Hidden> section in configuration file?

If I created certain tool window which was existed in <Hidden> section, after launched my app, I would get error like that "the id is used by another tool window". Id is the unique key to identify tool windows. Apparently this tool window was in use, but what's its state?

Hidden tool windows have whatever state they were in before they got hidden. Hidden just means they aren't active.

Without seeing code that reproduces the id error message, I'm not sure what scenario is causing that but under normal usage you shouldn't be getting that message. If you can create a tiny project that shows this, email it over and we can figure out what you might be doing wrong or if there is a bug.
