Small bug in CreateChildFolderCommand - Shell for WPF Forum

Version: 19.1.0686

Platform: .NET 4.8

Environment: Windows 10 (64-bit)

To see the bug, run the "Browse for Folder" demo.

Choose any one of the sub-items such as Camera Roll under Libraries,

the "Make New Folder" should be allowed.
