If i open four toolwindows (left outer, top inner, bottom inner and right outer) how can i ensure that when i switch on inner fill it is the bottom inner toolwindow that goes into inner fill mode and not the top inner toolwindow?

The tool window that will become DockStyle.Fill is the first one in the Controls collection of the HostContainerControl. So you could possibly rearrange that control's collection to get the one you want to be the first in it.
