Most recent shuffled overflow button not showing in menu

1. Create NavigationBar with several panes e.g. 7
2. Resize button area vertically so buttons overflow into overflow button area
3. Resize overflow button area horizontally (narrow) so that overflow buttons are shuffled to menu area
4. Open customize menu

Expected: overflow buttons visible in menu
Actual: most recently shuffled button is never visible
