Is there any way to lock Ribbon control so that a user is unable to alter the appearance or toggle the options?

Sure there are a bunch of options on Ribbon like IsQuickAccessToolBarCustomizationEnabled, IsQuickAccessToolBarCustomizeButtonVisible, QuickAccessToolBarLocation, etc. that allow you to control what the end user can see and do.
