Question about Switchers

I see in the documentation for Switchers that the default value for SelectNextToolWindowKeyGesture is Alt+F7 (Previous is Shift+Alt+F7). However, when I run the Features sample, these keys perform no action. Is the only way to navigate either from a DocumentWindow to a ToolWindow or between ToolWindow's to do a Ctrl-Tab and use the arrow keys within the Switcher window? I'm trying to address accessibility and navigating to ToolWindow's seems to be an issue since, even if a ToolWindow is currently active, the window that is highlighted as active in the Switcher window is the currently active DocumentWindow.
