applying css across website

This is my first time suing css. I have created a css that I want to apply to my entire website. The inital page index.htm is a frame page. I put the external style sheet link on this page before the header. Unfortuantely, nothing happened. My old background and colors still appear throughout the website. Please help me and tell me what I'm doing wrong.
