Anyone know how to get a dockable toolbar to stay on top when another form is opened?

We don't have that enabled since it would force the dockable toolbar to overlay the menus and Customize dialog, which are not top-most.

The latest build of this product (v24.1.1) was released 7 months ago, which was after the last post in this thread.
