In office, when you use the key tips interface to open the backstage, it only displays the key tips for the backstage tab items and not the key tips for the controls on the backstage tab page. When you press an appropriate key, it selects the tab associated with the key tip, hides the key tips for all of the backstage tab items, and displays the key tips for the child controls of the selected tab. With the actipro ribbon control, it displays key tips for all of the backstage tab items plus all of the child controls on the tab that is selected by default when the backstage is opened, and when you press a key tip for a backstage tab it selects the tab and then hides all of the key tips. With the standard office behaviour, it's possible to reuse key tips in the select tab controls area that are also assigned to backstage tab items - which for very cluttered UIs (like ours is shaping up to be) is really handy. Is this a bug in the control? Everything else I've seen follows the office standard exactly, it seems odd that the behaviour would be different in this case.
