Tool window placement order

I am having 4 child tool dwindows inside a dock site. Every tool window is inside a Tool window container. The tab placement of all the tool windows is at top.

I am loading Tool window in the order at the top as Tool window 1, Tool window 2,Tool window 3 and Tool window 4.

But when i click on any of the tool window say Tool window 2 and auto hide, other tool window order gets changed.

Whatever operations i do my tool window placement order should not change. It should be in the same position when it is loaded for the first time.
