Looking to use the color picker but instead of the using the spectrum color picker is there an "out of the box" reduced palette color picker (around 140 colors)?

Check out the ribbon:ColorPickerGallery control. It has a palette sort of interface where you can do theme sort of colors or specify your own basic colors. While it doesn't really have a pre-defined selection of colors for display, it does allow you to specify however many custom colors you want. If you had a list of colors you wanted to use, you could display them in that control.

Had a quick scan of the documentation, not sure but wouldn't I have to use the ribbon:ColorPickerGallery control within a Ribbon?

Yes, but that's fine. You should be able to use it outside of the ribbon.
