And CanCreateChildFolder should not be available for it:

Hello,

Thanks for letting us know about this.  Windows is identifying CAB files as a shell folder, similar to how it does for ZIP files.  We special case ZIP files to make our product treat them as files and will do the same for CAB files in the upcoming maintenance release, due any day now.
