Unable to Set Foreground Color on the Ribbon.Tab

I am having trouble setting the Tab Foreground color on the Tabs in my Ribbon. Short of creating an entirely new scheme for the Ribbon, I would really just like to be able to set the Foreground property on the Ribbon.Tab; however, this doesn't seem to work.

<ribbon:Tab Label="Home" KeyTipAccessText="H" Foreground="Blue"> ...

Anyone have any suggestions?
