I have created a project and made an index file where I have a frameset. I then created the html files associated with those frames (i.e. top.htm, main.htm, left.htm) but when I view index file in the WebView there are NO frames there. but if I show top.html in WebView I will see ONLY that frame as if it were an unframed page (which is correct). But why can I not get Spider Writer to view all the files created as 1 WEB page as opposed to individual files?
Also, what is a css file?

Web View should be able to view the frameset HTML file if you designed it correctly. Design View however will not view frameset documents. Did you use the Frames Wizard to create the frameset document after you created your frame documents? That's what you should do.

CSS files are cascading style sheet files, an excellent way of controlling how all tags in your site look in the browser.
